• Developed several national environmental technical teams from ground up including politically sensitive MTBE & Other Fuel Oxygenates and Unexploded Ordnance teams



• Oversaw development and execution of two technical guidance documents and six technical classroom training programs delivered to over 500 environmental state regulators and Federal employees.

Managing Department of Defense Environmental Programs

• Project Manager of Department of Defense's $50M Navy Napalm Removal Project (NNRP) at Fallbrook Naval Weapons Station



• Saved $100M in environmental restoration cost promoting use of smart, innovative remediation technology for U.S. Navy at 1000+ sites in nine regions. (See page 5 BRAC Talk article Alternative Restoration Technology Team Formed)



• Completed U.S. Navy’s first successful BRAC cleanup and closure in California saving Over $1M In base operating funds and six months ahead of schedule.



• Received nine Special Act Awards and a Meritorious Unit Accommodation while employed with the U.S. Federal Government

Publications on Environmental Engineering & Management

• Accelerated In Situ Bioremediation of Chlorinated Ethenes in Groundwater with High Sulfate Concentrations: In Engineered Approaches for In Situ Bioremediation of Chlorinated Solvent Contamination (Johnson, Skeen, Butcher, Leigh, Bienkowski, Granade, Harre and Margrave)

• Master’s thesis (University of San Francisco) on innovative environmental technology used to evaluate engineering economics and feasibility of marketing new hazardous waste treatment technology (abstract)

Marketing Pollution Control Equipment

• Successfully managed two multi-state regions for pollution control and high-efficiency environmental product manufacturers and exceeded sales goals by 20-30% each fiscal year

Facilitating International Environmental Cooperation

• Represented the U.S. Department of Defense in a NATO-CCMS international environmental project focusing on former Soviet military properties in Central Eastern Europe including Poland, Czech Republic, Latvia and Estonia



• Served as Assistant Navy Program Manager, Arctic Military Environmental Cooperation, a tri-lateral cooperation between Russia, Norway and the United States focused on minimize transboundary pollution in the Arctic



• Coordinated delivery of two international MTBE and Other Fuel Oxygenates training courses to government and industry officials in Denmark and Germany
