Navy Napalm Removal Project (NNRP)
Todd Margrave served as the Navy Napalm Removal Project Manager for Southwest Division, Naval Facilities Engineering Command (SWDivision) during the 1998-2000 time period.
- "Safety First" - Napalm Project Fact Sheet (1998): The primary project objective was to safely, permanently, and responsibly remove and dispose of the napalm stockpile located at the Fallbrook (Naval Weapons Station) Detachment located adjacent to Camp Pendleton (California.) The secondary objective was to recycle or reuse the waste derived materials to the maximum extent practicable.
- Removal Action Overview (1998): The Department of the Navy (DoN) undertook a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) removal action to remove and dispose of a napalm stockpile located at the Fallbrook (Naval Weapons Station) Detachment. The removal action was deemed critical, timely and necessary to eliminate potential for future release of harmful levels of pollutants to the air which were frequently occuring as a result of degrading aluminum napalm canisters. Removal and disposal activities began in the spring of 1998 and continued into 2001.
- Napalm Removal Action Processing and Disposal Flowchart (1998): Conceptual version of graphical flowchart requested by senior Navy management to summarize and simplify the flow of napalm through a two plus year removal action process. Developed by Todd Margrave (NAVFAC RPM) and Joe Graf (NAVFAC HQ).
- Napalm Removal Action Processing and Disposal Flowchart (1999): Actual version of graphical flowchart submitted to senior Navy management in May 1999. In the early months of the removal action, weekly reports were requested by Navy management. Eventually, the project transitioned to monthly then bi-monthly reporting.
- Napalm Stockpile Disposal Project Monthly Update (2000): Graphical report submitted to senior Navy management in February showing gallons of napalm processed from January 1999 through March 2000. These monthly reports were frequently used in presentations.
- Recycled Napalm Successfully Converted to Industrial Use (2001): (See page 8-9 in RPM Newsletter) The safe and successful operation of the NNRP built a great deal of goodwill between the Detachment Fallbrook and the surrounding community. After five years of sustained efforts on the part of many individuals and organizations and approximately $50M of direct funding, the project came to a close on April 4th, 2001.
